The Quota Scramble That Reveals China's 2027 Europe Plan

The Quota Scramble That Reveals China's 2027 Europe Plan

2026-11-03

Walk into any OEM government-affairs office in Beijing this week and one word is on every whiteboard: quota.

Here is what actually happened. The China-EU understanding on hybrid vehicles, reached at the October 8-9 consultation, expands export space on top of the 2025 base of 302,000 units. The details are still being negotiated - and multiple carmakers have sent teams to Beijing to lobby for their slice. One person close to the talks put it bluntly: total quota is limited, and no single brand will get much.

That sentence is the whole 2027 strategy in miniature. The era of unlimited, tariff-free container loads into Europe is closing. What replaces it is a race to local production - and the OEMs are not hiding it.

Geely's CEO told analysts the company's product validation, plant retrofits and localized supply chains are all advancing, and that 'next year you will see several important factories land in the EU, with core products built locally.' Chery's executive vice president was blunter about the economics: overseas NEV gross margin is around 20%, and the answer to a currency that eats 20-30% of pricing is more local sourcing and local spend. He signalled Chery will restructure its European product mix next year, moving several BEV lines to local-plant production.

None of this is contingency planning. Since 2026, GAC, BYD, Leapmotor, SAIC and XPeng have all moved to build physical capacity in Europe through self-build, contract or joint venture.

The insider read: the quota scramble is not a threat to Chinese volume in Europe. It is the deadline. The brands that treat the quota as a ceiling will shrink; the brands that treat it as a push to localize will take the share the tariffs were meant to protect.

For buyers and partners, the signal is concrete. Ask any OEM bidding for your market one question: how much of this model's bill of materials will be European in 2028?
